What is this bump on my chin? - red bumps on lower chin on dog

I have a big red bump on the underside of the face around the chin and is very painful to touch. No visible "eye" in the environment where they can explode. Unconverted heat on this or other drugs. I am a man 18 years old, who shaves every other day.

I am a diabetic and had a fungal infection of the nails for about 2 months. He was lost, but tonight WHE I tried to clip only partially displayed. Here is a new nail growth, but it seems extremley dry and had a small spot of blood. I am sure will be infected, what can I do? I am diabetic, but had no neuropathy, please help
